There is a way of formalizing the argument in a more usual way. One quantifies over degrees risks and gravity of reasons, and one says: "There is a degree of risk R and a gravity G of reasons such that (1)-(5) hold when 'significant' is understood as involving degree R and 'grave' is understood as involving gravity G."
